New army men recruits get cleaned before they get assigned to units.
Soak them all overnight in Oxy Clean.
Then they get rinsed in clear fresh water.
Then they get soaked in Clorox bleach.
They soak overnight in bleach. The Oxy Clean cleans them and the Clorox brightens up the colors.

I take it it doesn't damage the figures otherwise you wouldn't do it. Does this process make them any easier to paint or do you still have to thoroughly prime?
I have done a couple thousand figures, all plastic, with this process and I have never noticed any damage to the figures. Many of these figures are 40 to 50 years old.
Clean figures are always easier to paint because the paint will stick to the plastic, rather than to oil or dirt that has accumulated on the surface of the figures.
Given that these are soft plastic a good primer, made for plastic would be best.
I generally don't paint my figures, but I have painted a few of them.

Is the OxiClean safe for metal figures as well, or only for plastics?
Snickering, I have never used it on metal figures. I would suggest you try an expendable one as a test before you try the whole battalion. It will probably be fine.
