I think Safari made this figure but the dinosaur is a Yangchuanosaurus and is based on a real skeleton fossil.
A websearch for Yangchuanosaurus Model will bring up several sellers of these models.
This hooded frill dinosaur is a cheap bagged dinosaur from China. I looked like this right out of the bag.
They match up nicely with 1/72nd scale PAeL Automations and Revell figures.
While I am sure the real dinosaurs were not quite this big, I like my monsters large.
