I am doing a project with American Army, Navy, National Guard, and State and local militia and police, also Boy Scouts and US Forest Service figures and equipment.
They are nominally for the periods of 1898, 1918, 1938 and 1958. These correspond to the War of the Worlds novel set in about 1898, All Quiet on the Martian Front, set in about 1916, the 1938Orson Wells War of the Worlds radio broadcast and finally the 1954 George Pal movie War of the Worlds.
As part of this project I need police vehicles, including wagons. In this case I have made a Paddy Wagon out of generic interlocking blocks (fake Legos), sheet styrene, wire mesh, Eagle Games horses, and Imex Conestoga wagon wheels, and Plastruct plastic coated wire for axles.
I am converting various figures, mostly Airfix, but also: HaT, Imex, Accurate, Revell, Atlantic, Eagle Games, Esci, Pegasus, Hasagawa, A Call to Arms, Dapol, Odemars, Arii, Italeri, Dapol, Twilight Creations, Preiser, and several others, mostly in 1/72nd scale but a few others as well.

An Airfix WWII USAAF military policeman and Airfix Civilian converted with the HaT WWI British Artillery Crew heads into 1918 American police officers.
I use Plastruct All Purpose Plastic Cement to hold the fake Legos and plastic together. It works perfectly. Head swaps are done by pressing a few millimeters of #8 guitar string into the neck. A bit of gap filling super glue gel put on the exposed end of the wire, and then pressing the head down onto the wire. Works perfectly and stands up to pretty good handling.
